Employment Part Time - A Way to Make Ends Meet



Employment part time has always been a method for a worker to add additional funds to the family's budget. Temp jobs in today's economic recession is used by the worker not only to add funds to the household budget but to maintain the budget. Many areas have unemployment rates above 10%. There are areas that have unemployment rates close to 20%. In many of these locations, the only positions that are available are part time positions.

Temp jobs, in the past, been sought as an income supplement. Today however, temp jobs is sought to simply make ends meet. In many locales, there is simply no full time employment available for the job seeker. In this case a single person may have multiple temp jobs. These multiple part time jobs are necessary to provide the same income level as a single full time job provided.

Employment is generally lower paying and provides few if any benefits for the employee. With many full time jobs, the workers expect benefits and overtime pay. In a temp job, benefits are not generally provided and since the employee is not working 40 hours per week, the employer does not have to pay a premium for overtime work.

Some locations simply have no positions available, either full or part time. When this happens, the employee must either relocate to another city or town or create his or her own work. There are multiple advertisements on television for work at home plans. Many of these advertisements offer the opportunity to earn money in your free time. Many displaced workers have made a self assessment of their talents. In the self assessment they have defined critical areas that they are talented in. The basic tools needed for a at home worker include, computer with printer, high speed Internet connection, fax machine and potentially an additional telephone line. The independent contractor must provide all of these tools at their own expense.

Even in the best of economies, many people will have full time employment and utilize temp job to provide extra income for the family budget. This extra income has been used to provide extras such as a family vacation. In other cases, the part time income has been used to purchase necessities. In most cases, the full time employment provides the meat that goes on the table and the temp jobs provides the gravy.

Temp jobs often takes on many faces. An overqualified employee may work part time at a convenience store and part time as an independent contractor providing for clients. Many households receive income from multiple part time jobs, providing the income that was provided previously by a single full time job. Inland temp agencies are getting a few more calls

In a country searching for any signal it can find indicating the economy may be on the mend, there are more than a few eyes on the offices that recruit and supply temporary workers.

Temp agencies in Riverside and San Bernardino counties say business seems to be picking up slightly, and at least it isn't getting worse. So far the news echoes indicators from other segments of the economy, including suggestions that the housing debacle in Inland Southern California may have hit bottom and that manufacturing activity is picking up.

Temp jobs are closely watched because they're considered a signal that the economy is improving. Employers who believe business is picking up are likely to bring temporary workers on board while they wait for solid evidence that the demand for more production will be steady.

Bringing in temps assures businesses they will have enough bodies for their immediate needs without taking on the full-time commitment of employees with benefits. Once a recovery is in full swing, many employers then make longer-term decisions.

As the country emerges from the recession, it needs to look for three solid months of orders for new temp workers, according to American Staffing Association, which represents most of the country's temp agencies and has monitored staffing for 35 years.

According to a report issued late last month, the tie-in between increased orders and recovery from recessions is drawing extra attention this year.

"This is the first time that an upswing in staffing jobs has been so closely linked with economic recovery," Steve Berchem, vice president of ASA, said in a statement. Berchem directed the research that produced last month's study.

John Loera, who runs Areol Staffing Services in Riverside with his wife Audrey, agrees with the association's assessment that they need to see three good months before they might tell someone the recession is ending.

What he can't say with any certainty is whether Areol can start the clock on those three critical months. There has been a small increase in requests for more workers but nothing substantial.

"I am starting to hear from clients I haven't heard from in a year and a half," Audrey Loera said last week.

The ASA estimates 2.7 million Americans go to work for staffing agencies every day. In Inland Southern California, the state Employment Development Department estimates 41,500 workers were on the rolls of temp agencies in May, the most recent month for which there is data.

That's 100 fewer than in April 2009 and a 6.5 percent decline from the same month in 2008. However, job losses in construction (24.2 percent), manufacturing (13.1 percent) and retail (8.4 percent) have been steeper.

Jeff Thalmeyer, co-owner of Redlands-based Arrow Staffing Services, agrees with the ASA's assessment. Three solid months would be an economic wake-up call.

The problem is, that while the phone is ringing more often from employers needing people, it isn't happening often enough to suggest an economic rebound, said Thalmeyer, whose agency also has offices in Riverside and Rancho Cucamonga.

"There's definitely a feeling a bottom has been hit, and we've bounced back a little in the last two weeks," Thalmeyer said. "But no one is saying they're ready to hire a lot of people."

Thalmeyer added that the bankruptcy of Fleetwood Enterprises four months ago should not be understated. A lot of local manufacturers produced parts for the recreational and manufactured housing industries.

Lisa Fuess, president of Cutting Edge Staffing in Temecula, said she's also seen a small uptick and the nature of the calls from clients has been encouraging. They've asked for trained people such as paralegals and X-ray technicians, instead of the calls for general laborers she usually fills.

"It could be just because of how tight the market is. These jobs may stand out more," Fuess said. "We've had a pretty good month, and we're keeping our fingers crossed."

But be careful: If your child builds up a big nest egg, it could hurt his chances for need-based financial aid the following year. The first $3,000 of student earnings after taxes is safe. But over that limit, schools will reduce government assistance. The rules aren't as strict, however, for nongovernmental grants. College financial aid officers may have the power to turn a blind eye to gap-year earnings when calculating your package (one more good reason to make friends with your school's financial aid director).

Temp agency work is a great way for your child to earn money during her year off. It doesn't require a college degree, exposes students to a variety of workplaces, and the hours are flexible. That way, your kid can also rack up some college credits by taking College Level Examination Program (CLEP) tests, administered by the College Board. Just $60 a pop, most are 90-minute multiple-choice exams covering subjects taught in the first two years of college. Some 2,900 colleges grant credit for the tests. But here's a word of warning: If you get a certain number of credits (say, one semester's worth), you may need to apply to school as a transfer student.

Several programs, including City Year (Cityyear.org) and AmeriCorps (Americorps.gov), have one-year service gigs that are a good fit for a gap year. Many of them come with college scholarships attached. Participants in both City Year and AmeriCorps get paid a small stipend to do community service jobs, plus a $4,725 educational award. Gigs vary from building houses with Habitat for Humanity to tutoring inner-city schoolchildren. More than 70 colleges will match or sweeten the award, and some will exempt all or part of AmeriCorps's money when determining financial need.

Thousands of these jobs are appearing every week as companies look to keep their workforces as flexible as possible during such tough times.

Our research found at least 25,000 temp jobs across a range of roles from office jobs and kitchen staff to drivers and classroom assistants.

"The recruitment market has been through testing times lately, but the market is heading for a period of rejuvenation and temp roles are leading the way," says Susan Yallop from recruitment company Adecco, which employs 40,000 temps a week.

Demand for good, flexible temps is increasing every month.

"Sixty per cent of recruiters have reported either stable or increased demand for temporary staff in May," says Kevin Green of the Recruitment and Employment Confederation.

"It is not an easy market for job seekers but temporary work is a good way to ease back into the workplace and build confidence."

Recruitment agencies are the best route into temporary jobs.

And proving to them that you are capable, reliable and flexible about the type of work you will do will improve your chances of securing work in the long-term.

Temping also gives you a chance to broaden your horizons.

"Temporary work can be a useful to enhance existing skills," says Jason Greaves, from Manpower, which employs more than 30,000 temps a day.

"It can help keep your CV up to-date, provide networking opportunities and it can sometimes act as a foot-in-the-door to a new company or sector."

The key is to remain flexible when considering your next position and consider roles that may not fit naturally with your skills.

How to Manage Temporary Employees; Five Tips from Chicago 's Temp Staffing Pros


In today's job market, more companies are turning to temporary staffing firms for flexibility to mange projects, fill gaps, or cover for full-time employees on leave. With budgets tight in this economy, it makes sense to spend a little time upfront preparing for a 'project' or temporary employee, to maximize the productivity you receive for your dollar.

Supervising regular employees already poses many challenges, such as motivation, morale, and productivity, to name just a few. 1) Customize the Job

Not every job should be customized for temporary employees, particularly those related to final quality analysis.

2) Recruit Specifically
To be successful in your recruitment, be detailed and specific in your initial request. Describe the environment where the temporary employee will be working, the nature of the work, and the pace at which the employee will be expected to produce. If tools, equipment, or specific software programs will be used, describe in detail what you will be requiring of the temporary employee. Temporary agencies agree that the more specific you are in the initial request, the greater their success level in providing the best qualified employee.

3) Interviewing Temporary Candidates
Many supervisors have learned that making the time to interview potential temporary employees, particularly those who will be employed for longer projects, is time well spent. The more the temporary employee knows about your expectations, and the more you know about the temp's previous work experience, the greater the likelihood that there will be a good match. One manager (whose entire team consists of temporary employees hired to complete a short-term project) knows from experience that she will interview twice as many temps as she ultimately selects. She feels that this step saves her time later, however, in that those employees she selects are far more likely to be successful, reducing the need for further recruiting later in the process.

4) Orientation for Temporary Employess
Give careful advance thought as to what needs to be explained in order for the temporary employee to be successful. Determine what you will cover in training, and who will be responsible for completing the training. Ensure that the person conducting the training is both thorough and patient. If safety is an issue, make sure that the temporary employee is briefed and understands potential safety hazards.

5) Welcoming Your Temp
Think back to the day you first started your job and you'll agree that first impressions are extremely important. They can't be erased. Plan accordingly. The start of any day, or shift, can be hectic. When appropriate, have the temporary associate start later, allowing you more time to begin the orientation and introduce the regular employees to the temporary employee. Whether it be a production or professional environment, make time for introductions. If appropriate, assign a regular employee to be a mentor for the temp. Knowing whom to go to with questions increases a temporary associate's confidence and comfort level. Don't forget the obvious. Ensure that the temporary associate knows where to park and where the lunchroom and bathroom facilities are located. These are small items, but they make a big difference in helping this person, a new addition to your workforce, feel welcome. They help the temporary associate to feel valued as a person, not just as a commodity needed to fill a short-term need.

If the temporary employee isn't working out right, look to the recruiter you are working with to coach, counsel, or train the person. Or, cut your losses quickly! The only thing worse than a bad employee is a bad temporary associate; just make sure to be specific in where the first associate did not meet expectations.

As long as the cost of employee benefits continues to escalate and organizations experience continual market fluctuations, the need for a contingent workforce will exist. Successful managers value the contributions of their temporary employees and know how to create an environment leading to optimal performance from all employees, both the regular staff and the temporary employees.
