New WalMart Brings Jobs to Ellsworth

Shoppers in the Ellsworth area have a new place to spend their money.

A new, expanded Wal-Mart store opened Wednesday morning on Myrick Street in Ellsworth.

As Amy Erickson tells us...besides bringing more shopping options to the area...the new store is also bringing an economic boost to the area.

The crowds were ready when Ellsworth's new WalMart opened its doors Wednesday morning.

"W-A-L-M-A-R-T! What's that spell? Walmart!"

Managers cut the ribbon after a ceremony featuring a 21-gun salute and presentation of the colors.

The new space is more than a hundred thousand square feet larger than the old location on High Street.

It features a grocery store, hair and nail salons, a Dunkin Donuts and a drive-thru lawn and garden center.

The store's layout is also easier to navigate, with wide aisles and enhanced service.

"it allows a more diverse area of shopping. Better varieties, better offerings to customers in the ellsworth area."

"it's been a long time coming. People have been talking about Walmart expanding for four or five years."

Ellsworth's City officials say shoppers aren't the only ones who'll benefit from the store's expansion.

"the opening of this facility has created a need for expanded staff. Now there are over 400 jobs filled by people from this area."

Wal-Mart’s Health Reform Gambit

Just this week, Wal-Mart raised eyebrows across the country when it came out supporting an employer health insurance mandate.

Now, Wal-Mart has got to know that its endorsement is probably not good for its profits. Wal-Mart is the country’s biggest employer, with more workers than the US Army.

What’s going on here? Does Wal-Mart, a cut-throat, calculating company when it comes to costs and the competition, know that an employer mandate is even worse for its competition’s profits, and is getting on board to crush its rivals?

An employer health insurance mandate means companies would have to offer health insurance to their workers, no matter what.

The insurance could be paid for with higher taxes, possibly a new form of an 8% payroll tax that companies (translation, workers) would pay. It would mean workers would be enrolled in a low quality HMO type plan that wouldn’t cover the same level of health care costs now incurred.

Before we get to the details of the impact of Wal-Mart’s move, watch this first. Wal-Mart’s support came a day or so before new Congressional Budget office numbers showing the impact on the mushrooming federal deficit of the Senate’s health reform proposal, spearheaded by Democratic Senators Chris Dodd and Ted Kennedy.

The new CBO numbers show the cost of this legislation is now below the $1 tn mark. How does the Senate get there? By not including the costs for expanding Medicaid costs, and because of the employer mandate.

Specifically, according to the CBO, by 2019 the Senate bill will cover 21 mn. That cost comes to about $597 bn. Again, the Senate bill does not include expanding costs for Medicaid. And the new CBO figures doesn’t include the cost of the 15 mn people expected to be enrolled in the employer-mandated coverage.

The CBO’s initial $1 tn plus number that the White House and Democrats in Congress had gulped at, then attacked, had assumed—get this—that employers would dump those 15 mn or so workers onto the US government—meaning, federal taxpayers.

This is a rare admission, a rare bit of candor, a rare acknowledgement of behavioral economics by the CBO. Meaning, a government research body is acknowledging what analysts have been saying all along–that companies would cancel coverage for 15 mn workers employees and shove them off onto the Health Insurance Exchange, where they would then get taxpayer subsidies to buy health insurance.

So, what’s the deal with Wal-Mart and an employer mandate for health insurance? Fox News analyst James Farrell weighs in.

First, Wal-Mart already provides more employee health insurance than its average competitors. Approximately 52% of Wal-Mart’s 1.4 mn U.S. employees are covered by company-provided insurance, while the retail industry average is 45%.

To raise this coverage to 100%, Wal-Mart would have to increase its coverage by 48%, while its average competitor would have to increase their coverage by 55%. Advantage: Wal-Mart.

Second, Wal-Mart has economies of scale that its competitors lack. As a large employer, Wal-Mart already likely pays a lower premium than its competitors with far less employees.

For example, the CBO notes that the share of the health insurance premium that covers administrative costs varies significantly by the size of firms, from about 7% for firms with at least 1,000 employees to a more sizable 26% for firms with 25 or fewer employees.

Requiring employers to provide health insurance to all employees would thus probably cost Wal-Mart less on a per employee basis than its competitors. Advantage: Wal-Mart.

Third, the economies of scale and greater percentage of covered employees would further benefit Wal-Mart if the government mispriced the penalty that it would assess on employers for failing to provide health insurance for its employees.

The government plans to smack companies that don’t participate with a fine, a so called play or pay requirement. The fine could be equal to 8% of pay for each worker not given coverage. Advantage: Wal-Mart.

Follow the math here. If the government prices the penalty lower than Wal-Mart’s average contribution to health insurance per worker, Wal-Mart could just pay the penalty for each employee. Wal-Mart would have to math out its benefits here, taking into account the current cost of insurance coverage and the penalty times the number of employees whose coverage Wal-Mart would be dropping.

Fourth, Wal-Mart has indicated that its endorsement (which will likely be touted by the Administration as evidence of the wisdom of its health insurance reform) is conditioned only upon the ultimate mandate being designed in a way that further advantages Wal-Mart compared to its competitors. Advantage: Wal-Mart.

According to the Congressional Quarterly, Wal-Mart spokesman Greg Rossiter said “that Wal-Mart wanted an employer mandate that would have companies pay in based not on how many employees they have, but based on ‘profit per employee.’”

Wal-Mart has more workers than the US Army, and low-wage employees as well, so you can see why it wanted an employer mandate based on this metric. If an employer mandate was constructed otherwise, Rossiter said, “it certainly could become a disincentive to support it.”

Discounter Wal-Mart Stores Inc says it will add more than 22,000 jobs in its U.S. namesake stores in 2009.

The forecast points to lower growth compared with last year, as the world's biggest retailer opens fewer of its U.S. Wal-Mart discount stores to focus on expansions and renovations.

Last year, the company created 33,800 U.S. jobs, though that figure also included new jobs at its much smaller Sam's Club members-only chain of warehouse stores.

Wal-Mart has gained market share despite the poor economic climate as shoppers seek out its low prices on everything from food to electronics.

But the retailer has not been immune to the downturn. At an October analyst meeting, executives said the company would slow expansion of new U.S. Wal-Mart supercenters to focus instead on spiffing up existing stores.

Last October, Wal-Mart announced plans to open 157 to 177 new or expanded stores and clubs during the current 2010 fiscal year in the United States.

Numerous retailers including Target Corp and department store operator Macy's Inc have announced job cuts in recent months as the recession slows sales.

Overall, the U.S. economy is expected to shed 520,000 nonfarm payroll jobs in May alone, according to a Reuters poll of 79 economists.

Wal-Mart said the new positions will be in all levels of retail operation, including cashiers sales, store management to pharmacists and other positions.

Benefits, including affordable health plans that offer customized health coverage options, will be available to full- and part-time associates, the company said.

The announcement comes as the retailer readies for its annual shareholder's meeting Friday, and just four months after it slashed 700 to 800 jobs at its Wal-Mart and Sam's Club home offices in Bentonville, Arkansas.

Walmart, Partners Release Unprecedented Women Economic Impact Study


Women-owned firms have $3 trillion economic impact, employ 16 percent of all U.S. jobs.


WASHINGTON D.C., October 2, 2009 – Walmart, Women Impacting Public Policy (WIPP), the National Women’s Business Council (NWBC) and the Center for Women’s Business Research (CfWBR), have unveiled a first-of-its-kind economic impact study detailing the total impact of women-owned small businesses in the United States. The study was released during today’s Women’s Economic Summit, convened by Walmart and WIPP, in Washington DC.

Approximately 300 prominent women business owners, female corporate executives, high-level government leaders, key members of minority organizations and other critical stakeholders attended the Walmart/WIPP Women’s Economic Summit. In addition to the study results, participants discussed the condition, impact and direction of women-owned business with the aim of providing immediate tangible tools for growth and shared learning. Walmart Helps Even More Hispanics Achieve Their Educational Dreams


Walmart Celebrates Hispanic Heritage Month by Giving Back Through Education


BENTONVILLE, Ark., September 10, 2009 – Walmart is celebrating Hispanic Heritage Month, September 15 – November 1, by launching the “La Mejor Herencia es una Buena Educación,” (“the best heritage is a good education”) national campaign, a continued commitment to serving the Hispanic community through education-focused initiatives. While the number of Hispanics earning degrees is on the rise, the campaign is designed to ensure that those still underserved receive the vital information and assistance necessary to gain access to a higher education.

The campaign includes:

* National television, radio, print and online advertising – the ads, aimed at showcasing Hispanic students who can serve as role models to other aspiring students, highlight recipients of the Hispanic Scholarship Fund/Walmart Scholarship Program.
* Enhancement of www.AhorraMasViveMejor.com – the site will have a designated section that will connect parents and students with individuals committed to helping Hispanics achieve a higher education.
* Education-focused Walmart Foundation grants – Hispanic-driven organizations that will receive or have received funding include: Excelencia in Education, ASPIRA, the Institute for Higher Education Policy, the Hispanic Scholarship Fund, and the Center for Student Opportunities (Additional information about the grants is available in Appendix 1).

Hispanics are the fastest growing demographic group in America. According to the United States Census Bureau, the latest statistics show that Hispanics have the highest high school dropout rate, at 21.4 percent. However, Simmons Data 2009 found that the number of Hispanics earning a college degree is up 33%. While only 9 percent of Latinos earned a college or higher degree in 2005, that number has improved to 12% in 2008.

AhorraMasViveMejor.com functions as a portal for parents and students interested in pursuing a college degree. Information and tools related to standardized tests and college placement exams, scholarship and financial aid, steps on choosing a college, and tips on writing admission essays, can be found in both English and Spanish. The site will be accessible throughout the year.

In addition to these programs, Walmart’s other Hispanic Heritage Month initiatives include a partnership between Sam’s Club and the United States Hispanic Chamber of Commerce to assist small business owners interested in strengthening their businesses. The nationwide contest, “Como Si,” (“you can”) will award 10 winners with a visit to Sam’s Club corporate headquarters in Bentonville, Ark. to learn practical tips on incorporating technology into their businesses, while improving their bottom line.
